Staff and bystanders question whether he even has the funds and complain he's wasting time. The teller refuses the withdrawal. Worried about how much Mr. Vaughn might have given him and muttering that he must deal with this, he is left denied and under scrutiny—blocked from the cash and forced to decide his next move.
