After Julius is exposed for desertion and plotting against Prince Hudson, the court decides punishment. The emperor spares imprisonment and orders 100 lashes, a three-rank demotion and a three-year salary cut because of Julius's service to Selton. As a reward, the emperor grants Zach, Selton's general, a rare death-exemption writ for protecting the prince. Zach insists on transferring that writ exclusively to his sister, Stella Culver, who just returned from fasting and praying at a monastery for their ill father; the emperor agrees. Mr. Culver then asks the emperor to bless his marriage, leaving the court awaiting a decision.
