At a reception a visitor is blocked from seeing Commander Shaw while he meets important guests negotiating after the President agreed to lease Jadeport and grant railway access; diplomats press Shaw to withdraw his troops, and he concedes. Backstage, the performer Red Peony is late, so a woman volunteers to take her place and is accepted to dance. Later, cries announce an injured person; a medic warns that refusing treatment could be fatal as the patient burns with fever. The episode ends with the choice to accept care still hanging over the patient.
