Fists the City Forgot - Episode 7

In a crowded meeting, a newcomer is presented as the hall’s benefactor and announces that Bliz Martial Hall will manage members’ earnings, immediately raising the management fee to forty percent. Outraged vendors demand repayment and try to attack, but the benefactor stops them, forces obedience and warns that refusal raises the fee to fifty percent. When dissent continues he claims, 'This is my territory,' then abruptly increases the levy to seventy percent and orders immediate payment. The episode ends with the hall stunned and its members forced to decide whether to bow and pay the crippling demand.
