Arthur confronts Richard Arcadia, the powerful second-in-command of the city's biggest criminal outfit, pushing his luck. Richard, armed and influential, warns Arthur he is only tolerating him out of respect for Arthur's mother, a restraint Arthur boldly dismisses. The confrontation is interrupted by news that Arthur's mother is dying and needs an expensive surgery. Driven by desperation, Arthur vows to get the money, promising to take whatever it costs from the Arcadias.
